Nine panels: Wacky tells Quacky he is in big trouble. Glow-in-the-dark powder is illegal to own in their town, he has a bag of it, and the police are already on their way. A policeman knocks and announces he has caught Wacky red handed. Wacky protests that he doesn't even want the powder, it keeps reappearing: he flushes it down the toilet and poof, it is back in his pocket, five times already. The policeman doesn't believe a word of it, so Wacky flushes it again in front of him, then grins and shrugs. What powder? I don't see any powder.

A bag of illegal powder, a policeman at the door, and Wacky with a very strange complaint.
